Dead-letters

End of 2023 we had deadletters due to the time that we were mirroring trx from I2c to Galileo, but i2c blocked us.
Since it's done. We cleaned them up.
Otherwise most dead letters we would find come from the fact we listen to this event for ATM out of network fee.
We should treat them within 24 hours otherwise they could appear to users at a very different time and surprise users (check with PM if that is true).
